Form 700 Information

GENERAL INFORMATION

Why file Form 700s?

The Political Reform Act (Government Code Sections 81000-91015) requires most state and local government officials and employees to publicly disclose their personal assets and income.  They must also disqualify themselves from participating in decisions that may affect their personal financial interests. 

The Fair Political Practices Commission (FPPC) is the State agency responsible for issuing the Statement of Economic Interest (Form 700), and for interpreting the law's provisions.

Who files Form 700s?            

This is determined by State law and local regulations: Government Code section 87200 and an agency's Conflict of Interest Code.

Effective January 1, 2025, as a result of changes introduced by AB 1170, the following County Elected and Appointed Officers, identified in California Government Code Section 87200, will be required to electronically file their Statements of Economic Interests (Form 700) directly with Fair Political Practices Commission (FPPC):

  • Board of Supervisors Supervisor Janet Nguyen, First District; Supervisor Vicente Sarmiento, Second District; Supervisor Donald P. Wagner, Third District; Supervisor Doug Chaffee, Fourth District; and Supervisor Katrina Foley, Fifth District  
  • County Executive Officer: Michelle Aguirre
  • County Counsel:  Leon J. Page
  • District Attorney: Todd Spitzer
  • Planning Commissioners: David Bartlett, Trung Joe Q. Ha, Maria Ceja, John Koos
    and Kevin Rice
  • Treasurer/Tax Collector: Shari L. Freidenrich 

Each department or agency has a Conflict of Interest Code that designates which employees must file a Form 700 ("Code Filers") and includes information regarding disclosure categories. Disclosure categories set out the type of financial interests that must be reported by each official.

When must Form 700s be filed?

There are three types of Form 700 filings: Assuming Office, Annual Statement, and Leaving Office. Deadlines for submitting each type of Form 700 are as follows:

  • Assuming Office: within 30 days of the assumed office date*
  • Annual Statement: Due by April 1 each year (for the period of January 1 through December 31 of the previous calendar year, unless otherwise noted)
  • Leaving Office: within 30 days of the leaving office date

*If you assumed office between October 1 and December 31 of the previous calendar year, filing an Assuming Office Form 700 will fulfill both the Assuming Office and Annual Statement requirements.

If you discover errors or omissions on your statement(s), file an amendment as soon as possible. You are only required to amend the schedule(s) needing to be revised (it is not necessary to refile the entire form).

It’s important to file on time. If a Form 700 is not filed timely, the filer may be referred to the Fair Political Practices Commission (FPPC) Enforcement Division and a penalty may be imposed.

Where are Form 700s filed?

Candidates for and persons holding the office of Auditor-Controller/Treasurer-Tax Collector, County Administrative Officer (CAO), County Counsel, County Supervisor, and District Attorney must file Form 700s with the Fair Political Practices Commission (FPPC).

Those filing pursuant to an agency’s Conflict of Interest (COI) Code must file their original Form 700 with the Filing Official/Officer stated in said code.

Those required to file original Form 700s with the Clerk of the Board of Supervisors should complete their Form 700 online using the eDisclosure system, which assists with completing Form 700s accurately. How do I obtain copies of Form 700s?

Effective January 1, 2025, the following officials identified in California Government Code Section 87200 file Form 700s electronically with the Fair Political Practices Commission (FPPC):

  • Auditor-Controller/Treasurer-Tax Collector
  • Board of Supervisors
  • County Administrative Officer (CAO)
  • County Counsel
  • District Attorney

Form 700s for some state and local government agency elected officers may be available in electronic format on the Fair Political Practices Commission (FPPC) website or by contacting the department or agency directly.
